Here are Clorox's directions for use:

To Clean: Use the textured side of the wipe to remove tough soils. Use the smooth side to wipe dirt away. If the textured side gets dirty, fold the wipe, keeping the textured side inside. Let air dry.

To Disinfect: Use smooth side of wipe to disinfect hard, nonporous surfaces. Wipe surface to be disinfected, wipe enough for treated surface to remain visibly wet for 4 minutes. Let surface dry. For highly soiled surfaces, clean excess dirt first.

Here is Clorox's description of their disinfecting wipes:

Clorox® Disinfecting Wipes with Micro-Scrubbers not only wipe out germs, dirt and grease, they’re textured to scour away stubborn messes other wipes leave behind.
